Export Control and Related Border Security (EXBS) Program: Countering Iranian Proliferation

This Program supports strengthening partner states’ capabilities to counter Iranian proliferation activities, improve their capacity for compliance enforcement, improve partner regulation of dual-use transit and transshipment activities, and foster information-sharing.

Project activities include:

  • Using data analytics to assess ongoing sanctions evasion efforts by Iranian transportation entities and third-party firms associated with these entities, creating opportunities for EXBS partner states to take action through outreach to firms in their jurisdictions, or direct inspections and interdictions of suspicious aircraft or vessels by law enforcement authorities;
  • Working to prevent the exploitation of proliferation-sensitive scientific relationships and increase outreach and support to academic, scientific industry, and relevant government entities;
  • Providing support for a red teaming capability that will enhance EXBS partner countries’ risk assessment and end-user verification capacity to counter Iranian dual-use technology acquisition efforts, objectives, and tactics. In turn, EXBS will build capacity to conduct trade compliance enforcement and investigation, and improve interagency coordination and information sharing to protect sensitive dual-use technology exploitation by Iran;
  • Raising awareness of the tactics and methods of sanctions circumvention by Iranian actors for vulnerable African and Central/Caucuses region partners. Through our programming, open-source research aimed at characterizing Iranian activity to circumvent sanctions via alternate payment mechanisms and subsequent case-based training workshops stress the importance of using the international financial system as opposed to alternative payment mechanisms and adhering to international sanctions on Iran;
  • Assisting several countries in the Caspian Sea by strengthening container cargo controls through the existing Container Control Programme (CCP) Port Control Units (PCUs) in Aktau seaport, Kazakhstan, Turkmenbashy seaport, Turkmenistan, and Baku seaport, Azerbaijan; and
  • Working with US government partners to develop a shareable report that includes analysis of jurisdictions around the world where Iran-related sanctions evasion occurs. This report will examine how entities in those jurisdictions are linked to US persons and businesses for use by the US government and will be shareable with partner countries. The report will be used to raise awareness with foreign partners on specific risks by Iran.
