The primary goals of this site are to help connect States seeking assistance preventing the proliferation of weapons of mass destruction (WMD) and their means of delivery with potential assistance partners, including other States, international governmental organizations, and nongovernmental organizations.
Through the database, the Stimson Center aims to provide a comprehensive view of all existing and completed WMD nonproliferation assistance programs. By gathering data on the complete range of assistance programs for combating nuclear, radiological, chemical and biological weapons (and their means of delivery) in one place for the first time, the database provides a novel opportunity for finding possible assistance partners, analyzing trends in assistance, identifying gaps and areas of duplication across programs and projects on offer, and developing lessons learned.
This site was designed as a “one stop shop for nonproliferation assistance programs” for States seeking assistance in implementing Resolution 1540 (and obligations under other international instruments, such as the Nuclear Non-Proliferation Treaty, the Chemical Weapons Convention and the Biological and Toxin Weapons Convention). In addition to benefiting States seeking assistance, the Stimson Center envisions the database as a tool for those offering assistance designed to benefit international governmental organizations, non-governmental organizations, and academia involved in implementing United Nations Security Resolution 1540 or otherwise building global capacity to combat the spread of weapons of mass destruction.
