Assistance in Establishing the State’s System of Accounting for and Control of Nuclear Material and the Physical Protection System

To establish Kazakhstan’s state safeguards system and physical protection of its facilities, this project provided equipment to various institutions in Kazakhstan. The BN350 Fast-Breeder reactor in Aqtau, Kazakhstan received flow monitor equipment, computers, and LAN equipment to monitor the removal of spent nuclear fuel from the nuclear reactor. The reactor also received a physical protection system, which included a site entry/exit control system (turnstile gates, metal detectors, x-ray scanners, TV monitoring system, etc.), a building entry/exit control system equipment (remote-controlled doors, code-controlled doors, open/close detectors, TV monitoring system, etc.), and radiation meters. The Kazakhstan Atomic Energy Committee (KAEC) received a physical protection system, which included a building entry/exit control system (card readers, electronic locks, etc.) and a surveillance system (door sensors, passive sensors, etc.). It also received a nondestructive measuring device used for International Atomic Energy Agency (IAEA) inspections. The Institute of Nuclear Physics (INP) received a physical protection system, which included an entry/exit control system (card readers, turnstile gates, etc.), a surveillance system, and infrared instruments.
