Civilian Research and Development Fund

This program helps achieve United States nonproliferation objectives by supporting former-Soviet weapons scientists in exclusively civilian research and development (R&D) through collaborations with United States scientists and engineers that increase their opportunities for obtaining sustainable jobs in the civilian R&D sector in Russia and other former Soviet states. This program also provides funding support for civilian R&D groups and institutions to help ensure that there will be a civilian science sector in former Soviet states into which former weapons scientists can transition.
