Cooperative Threat Reduction (CTR) Program: Countering the Proliferation of Advanced Conventional Weapons (ACW) – Countering Private Military Companies (PMC)

The Office of Cooperative Threat Reduction (ISN/CTR) engages in efforts to promote the implementation of international best practices regarding private military companies (PMC)-related procurements, and to prevent the facilitation of Russian/Chinese advanced conventional weapons (ACW) proliferation through illicit PMCs. This effort engages government, financial and election watchdogs, and military and law enforcement officials to raise awareness of the risks of doing business with Russian or Chinese PMCs.

These efforts include:

  • Promoting the implementation of PMC-related procurement best practices to perform due-diligence requirements, and raising awareness of international standards;
  • Providing partners with open-source training tools and research methodologies to identify PMCs involved in extralegal acts, and their deleterious effects on sovereignty, economic transparency, and human rights;
  • Including the political, economic transparency, and natural resources costs of doing business with Russian/Chinese PMCs; and
  • Providing detailed presentations on PMC deployment, financing, and logistics mechanisms.
