Cooperative Threat Reduction (CTR) Program: Countering the Proliferation of Advanced Conventional Weapons (ACW): Logistics Hardening

This project supports efforts to sensitize financial and logistics providers of the sanctions, commercial, and reputational risks involved in engaging with brokers that provide material support to prohibited defense entities. The project uses open-source trade data to demonstrate the involvement of prohibited entities whose export of advanced conventional weapons (AWC) is facilitated by unscrupulous logistics brokers.

These efforts include:

  • Using trade and contract data to identify transactions and shipments of advanced defense components and ACW from prohibited entities, especially to Syria, Iran, China, Venezuela, and other proliferator states of concern;
  • Engaging financial institutions, logistics providers, and private industries on the activities of Russian and Chinese defense firms in international supply-chains and the risks associated with doing business with them; and
  • Engaging commercial suppliers of high- tech commodities to raise awareness of the risks associated with transacting with Chinese defense firms.
