Countering Malign Nuclear Security and Non-proliferation Impacts of Aggressive Russian and Chinese Civil Nuclear Reactor Exports

ISN/CTR’s Partnership for Nuclear Threat Reduction program (PNTR) works to counter and prevent the damaging non-proliferation and nuclear security impacts of aggressive civil nuclear reactor exports by great power competitors and to prevent states and terrorist groups from diverting or acquiring nuclear material, technology, or expertise. This new line of effort is launching capacity- building with potential nuclear power newcomer countries, with a particular emphasis on Small Modular Reactors (SMRs) and other advanced reactor designs, to impede great power rivals’ nuclear reactor exports and their malign non-proliferation and nuclear security impacts. These efforts include:

  • Strengthening awareness and promulgating best practices and other sub-regulatory measures for nuclear non-proliferation, security and safety in connection with future Small Modular Reactor (SMR) and other advanced reactor deployments in partner countries.
  • Developing national and regional approaches to counter the malign non-proliferation, nuclear security and safety impacts associated with current and future Floating Nuclear Power Plant (FNPP) deployments by Russia and China.
  • Providing capacity-building webinars, asynchronous remote learning, national workshops, regional symposia, and study tours to nuclear technical communities, regulatory authorities, university partners, and early-career nuclear professionals in partner countries for the aforementioned areas.
  • Engaging a range of diverse national, regional, and local stakeholders in potential nuclear power newcomer countries to advance stakeholder engagement, public acceptance, cost and financial planning, workforce development, project localization, nuclear security/safety/safeguards (3S), and other issues essential to future nuclear reactor deployment decisions.
