The below summary is a representative sample of EXBS activities and their impact. This does not reflect the full scope of EXBS efforts. EXBS-funded interdiction training for Yemen Border Guards in 2021 resulted in the seizure of chemical precursors, weapons and related components.

EXBS-provided technical assistance enabled the Government of Serbia to undertake a national proliferation financing risk assessment in compliance with the new Financial Action Task Force (FATF) guidelines, which was adopted by the Serbian National Assembly in September 2021, making Serbia the fifth country in the world to draft a FATF-recommended PF risk assessment. EXBS supported delivery of virtual “BioAware” Covid mitigation programming for border security officials in Panama, ensuring continuity of operations at the “Hub of the Americas” during the pandemic. EXBS-funded training for the Royal Malaysian Customs resulted in a seizure of controlled materials transiting Malaysia without a license, in violation of the Strategic Trade Act (STA 2010). This seizure, coupled with Malaysia’s first convictions under the STA in 2021, underscores the long-term impact of EXBS capacity development efforts in Malaysia, which will continue in 2022 with a training for Malaysian licensing and enforcement community focused on intangible transfer controls. EXBS hosted training on the use of crypto currency in illicit transactions for EXBS-funded UNODC Container Control Program (CCP) Port Control Units in Azerbaijan. The training was delivered by representatives of Georgia’s CCP Units, also funded by EXBS, highlighting regional cooperation to uncover illicit online border smuggling operations used by proliferation networks. In addition to robust cooperation on border security and maritime domain awareness, EXBS provided technical assistance to the Government of Ukraine in strengthening its national sanctions process. EXBS joined the Government of Spain in supporting a virtual dialogue with the Chilean MOD to facilitate adoption of the EU’s Military Control List in line with Chile’s efforts to advance the development of a comprehensive strategic trade control legal framework to prevent the illicit export and transit/transshipment of controlled goods. EXBS joined the government of Cyprus to build and equip the Cyprus Center for Land, Open-seas, and Port Security (CYCLOPS) regional training facility, which will be used to provide licensing, border enforcement, cyber security, and CBRN detection, identification, and response training to prevent state and non-state actors from getting access to WMD-relevant goods and materials.

Most EXBS projects have a 2-year period of performance. Projects funded in 2021 will conclude in 2023.

In 2021, the EXBS program provided $62.8M to support delivery of 483 individual activities, including training, workshops, diplomatic engagement, subscriptions, equipment, and construction and infrastructure upgrade services, designed to deter the threat of WMD proliferation.
