Export Control and Related Border Security (EXBS) Program: COVID-19 Pandemic Support

The Export Control and Related Border Security (EXBS) Program is working with partners to strengthen border and points of entry management practices to prevent and mitigate the spread of COVID-19. EXBS engagements focus on air, land, and maritime points of entry and border authorities, including customs and civilian security agencies, ensure support for key officials impacting cross-border movement, screening and reduction of exposure at mass transit points, and effective implementation of COVID-19 management strategies and best practices. Short-term activities will implement training for points of entry authorities on adaptations to facilities and processes, including crowd management to reduce potential exposure to and spread of COVID-19, and effective use of available personal protective and decontamination equipment by front-line officials to protect themselves and civilian populations.

Immediate programming activities include:

  • Training to assist with COVID-19 prevention and response, supply chain management, identification of needs in equipment, increased communication with public health and emergency preparedness efforts of partners to support efficient utilization of screening and information sharing resources; and
  • Development of critically needed customs and border-focused COVID-19 and infectious disease prevention-specific electronic and hard copy training materials based on current customs and crisis mitigation response guidance.

Medium to longer-term activities include:

  • In-country, 3D printing efforts to create a sustainable supply of PPE;
  • Practical exercises in community engagement and crisis management;
  • Maritime security training for effective passenger screening; and
  • Development of an emergency warning/alert system application for COVID-19 security guidance updates and accountability drills for enforcement officials.
