Global Chemical Security Engagement Activities

ISN/CTR’s Chemical Security Program (CSP) partners with law enforcement, government, academic, and industrial communities to strengthen their ability to prevent, detect, and mitigate chemical attacks, the proliferation of weaponizable chemicals, and advances in vertical chemical weapons proliferation by proliferator states in violation of the Chemical Weapons Convention. CSP secures and prevents the transfer of chemical weapons-related assets (such as chemicals, equipment, technologies, expertise, and infrastructure) to proliferator states and terrorist networks that may conduct chemical attacks. CSP also sponsors efforts to identify and address chemical security vulnerabilities, to detect and investigate early warning signs of chemical weapon production and attack planning, and to attribute chemical weapons attacks to their source. CSP works to:

  • Identify and disrupt acquisition networks of weaponizable precursors, equipment, and expertise procured by state proliferators and non-state actors intending to violate international norms pertaining to the use of chemical weapons at any point in the chemical supply chain.
  • Strengthen chemical weapon identification and attack investigations to attribute a chemical weapons attack to the appropriate state or non-state actor.
  • Enhance the ability of foreign partners to prevent, mitigate and attribute non-state actor chemical attacks, including those employing toxic gasses made from commercially available material.
