Implementation of the OPCW “CBRN Basic Course” at the BABZ

The Federal Office of Civil Protection and Disaster Assistance (BBK), together with the Organisation for the Prohibition of Chemical Weapons (OPCW), conducted a training course for first responders from OPCW member states. The course took place from 12 to 16 September 2022 at the BBK’s Federal Academy for Civil Protection and Civil Defence (BABZ) in Bad Neuenahr-Ahrweiler.

The aim of the course was to improve chemical emergency management capabilities within the national protection programmes of OPCW Member States. Experts from the BABZ and the OPCW, supported by a trainer from the Czech Institute for Civil Protection, provided the first responders with knowledge on the Chemical Weapons Convention (CWC), chemical weapons, basic principles of sampling, detection, personal protection and psychosocial effects of exposure to chemical weapons and toxic industrial chemicals.

The theoretical part was followed by active learning and practical exercises on how to respond to a chemical attack or toxic chemical incident. The practical part focused on the use of protective equipment and the basics of chemical warfare agents. Participants also practised conducting sampling and analysis in contaminated areas, chemical detection, decontamination and setting up an incident command and control system.

The training was attended by 14 representatives from seven OPCW Member States: Azerbaijan, Brazil, Germany, Italy, Nigeria, Panama and Ukraine, and was financially supported by Germany.
