National Implementation and Verification

This project improved Customs officials’ understanding and ability for effective handling of the duties regarding import/export of scheduled chemicals and coordination with National Authorities and also made available for National Authorities personnel correct and up-to-date information in electronic format for effective learning. Additionally, this project enhanced State Parties understanding of the problems and technical difficulties related to the destruction of chemical weapons, and have increased confidence that tangible and concrete steps are undertaken for the complete destruction of chemical weapon stockpiles. Project activities included: a regional training course for Customs Authorities on technical aspects of the Chemical Weapons Convention’s (CWC) transfers’ regime; updating the e-learning tool for National Authorities; development of ‘advocacy plans’ so National Authorities could better cooperate with and support stakeholder institutions; assessments of National Authorities’ implementation capacity; a mentorship programme for National Authorities; a legal workshop for Caribbean and Central American State Parties to promote quicker adoption of national implementing legislation; and modernising the information management systems of the Organisation for the Prohibition of Chemical Weapons (OPCW) Verification Division.
