New Independent and Baltic (NIS/Baltic) States Safeguards and Security Program

The objectives of the New Independent and Baltic (NIS/Baltic) States Safeguards and Security Program paralleled with those of the Material Protection Control and Accounting (MPC&A) Program in Russia. These states, like Russia, required assistance to improve the physical security and material accounting and controls of Soviet-legacy weapons-usable nuclear material. The primary goals of the program were to provide:

  1. Rapid physical protection upgrades of sensitive facilities housing plutonium or highly-enriched uranium (HEU);
  2. Assistance in setting up material, control, and accounting systems; and
  3. Verification that material, control, and accounting, physical protection, and maintenance procedures, personnel, equipment, and software met International Atomic Energy Agency (IAEA) guidelines.
