Preventing Non-State Actors from Developing or Using Weaponizable Chemicals

ISN/CTR raises foreign partner capacity to prevent exploitation of the supply chain by state actors through the following activities:

Know-your-Customer (KYC) Training: ISN/CTR trains private sector stakeholders on client due diligence practices and other investigative efforts. This effort aims to ensure companies practice better due diligence when selling, transferring, or trading chemicals.

Research into Supply Chains: ISN/CTR builds foreign capacity to support private sector due diligence and law enforcement, by conducting open-source research into procurement networks and sharing key pieces of information with foreign partners.

Laboratory Capacity Building and Hardening: ISN/CTR builds foreign scientific capacity to support law enforcement, first responders, and larger efforts to identify the dissemination of CW materials by state actors.
