Reinforcing the Multilateral Nuclear Regime in Times of Duress

The project aims to reinforce the upcoming NPT review cycle by establishing a ‘shadow NPT bureau’ designed to support practical and relevant initiatives within the treaty and to identify and pursue pathways to diplomatically successful outcomes in the upcoming review cycle. Adjacent to that, it proposes an investment in developing the next generation of arms controllers by giving them a space to publish and a platform to learn. It contains three distinct workstreams, with ELN permanent staff offering specialist assistance to existing and planned governmental initiatives, network support for the upcoming NPT review cycle, as well as outreach and engagement with a younger generation of arms controllers. The project intends to fulfil the following four top-level objectives:

  • To formulate and disseminate a realistic NPT ‘shadow’ agenda;
  • To build and enhance previous ELN, and associated, work;
  • To deploy the experience and credibility of the senior network; and
  • To improve capacity amongst younger cadres of (principally) European arms controllers to tackle future NPT challenges.
