Strengthening Capacities to Identify and Mitigate CBRN Proliferation Financing Risks in Southeast Asia

The objective is to enhance Cambodia, Lao PDR and the Philippines national stakeholders’ awareness of and compliance with international standards and sanctions; improve understanding of CBRN proliferation financing activities, risks and trends among the government, private sector, NGOs and academia.

These objectives will be achieved through in-country visits, consultations and workshops with relevant stakeholders, including the government, private sector, NGOs and academia; and through a regional experts’ meeting that will also provide the opportunity to exchange good practices and lessons learned. A report on case studies and challenges facing Southeast Asia countries in addressing CBRN proliferation financing activities and on priority actions to mitigate such risks will be produced and reviewed at the experts’ meeting. It will serve as foundation for the second phase of the project which foresees: the development of a CPF risk assessment methodology; the delivery of trainings on the detection, investigation and prosecution of PF activities; and the establishment of inter-agency coordination mechanisms between the government and private sector.
