Supporting Partner Implementation of Russia Sanctions

To counter sanctions evasion efforts by Russia and Belarus, ISN/CTR is focused on foreign capacity building engagements in the following areas:

Financial and capital markets:
  • Engage industry partners to demonstrate areas of investment exposure to prohibited Russian entities and the reputational and sanctions risks associated with transacting in these assets/sectors.
  • Engage private sector actors and their regulatory bodies on the secondary sanctions and reputational risks in facilitating trade and transactions with or on behalf of sanctioned Russian entities, the potential loss of access to international markets by not implementing sanctions, and the need for strong compliance and control tools to ensure maximum transparency when addressing Russian sanctions evasions tactics.
  • Identify and prevent Russian parent or holding companies from using subsidiary networks or joint ventures to access markets and engage in transactions on their behalf.
  • Assist foreign partners with accessing existing platforms and information sharing tools that enable them to assess changes to Russian corporate ownership or shareholder networks that may seek to conceal links to sanctioned firms and represent sanctions evasion typologies.
  • Engage law enforcement on using commercially available data to identify Russian procurement networks including offshore corporate entities for lead generation, administrative and criminal case development, as well as public-private partnership information sharing.
Aviation:
  • Provide commercially available information on sanctioned and high-risk Russian and Belarusian aviation activities.
  • Engage private and public sector partners on identifying sanctioned and high-risk air transportation activity.
  • Engage partner government stakeholders and private aviation stakeholders and related industries of the sanctions risks of conducting business with sanctioned and high-risk Russian and Belarusian aviation and aeronautics companies and the safety risks posed by potentially unairworthy Russian and Belarussian carrier aircraft departing from, landing at, or transiting through their airports and airspace.
  • Engage civil aviation authorities on the impact of international sanctions on the sustainment and safety of Boeing aircraft operators in Russia.
Maritime:
  • Provide public and private partners with timely and in-depth investigative support to counter Russian and Belarussian sanctions evasion activity at sea, focusing on sanctions risks of conducting business with sanctioned and prohibited Russian and Belarusian vessels of concern, and associated companies.
  • Engage partner governments, flag registries, banks, insurance companies, and other private sector stakeholders with trainings that raise awareness of actionable analytical findings on suspicious vessels and the latest sanctions evasion typologies, incentivize internal investigations through tools that facilitate analysis, and support sustainable processes that prevent registry hopping and ensure standardized due diligence.
Logistics:
  • Engage industry partners to demonstrate areas of investment exposure to prohibited Russian entities and the reputational and sanctions risks associated with transacting in these assets/sectors.
  • Engage private sector actors and their regulatory bodies on the need for strong compliance and control tools to ensure maximum transparency when addressing Russian sanctions evasions tactics.
  • Identify and prevent Russian parent or holding companies from using subsidiary networks or joint ventures to access markets and engage in transactions on their behalf.
  • Assist foreign partners to identify and reduce sanctioned and prohibited Russian and Belarusian firms from access to international supply-chains and procurement networks that provide inputs to the Russian defense sector.
